Don't see what you're looking for? 
Do the Playsafe Designer play ground rubber tiles require glue to hold together in a outdoor play ground? If what kind and do you carry the glue?

Our PlaySafe Interlocking Playground Tiles - Designer Series don't require glue, but we do recommend using glue to keep them from separating and from getting stolen. We recommend using our Seam Sealer glue which is a polyurethane glue. This holds very tightly and is better to use outdoors since it is freeze/thaw stable.
In my backyard, I have an 8-foot by 8-foot area of compacted dirt covered by a thin layer of gravel. The area is framed by wooden 2 by 4s. What would I need to do to the ground to prepare it for the installation of PlaySafe playground tiles?

All you would have to do to install our PlaySafe Interlocking Playground Tiles - Designer is to make sure the prepared surface is level. The stated subfloor is what we would recommend when installing these tiles.
Are your playground tiles state regulated? We are in Florida and our regulations state that there must be 6" depth of the surface in the fall zones.

Can you install the over a cement pad if you are not concerned with fall zone? is there a better product for this application in your line? and how to best secure to cement

Yes, you may install these over cement. You may have to reach out to a cement dealer for more info since we do not provide cement.
how soft is the material? is it safe for infants?

These tiles are made of rubber and safe for kids but they may be hard for an infant. Please see our foam tiles.
Will water pass through these tiles? I'm looking for a product with 6' fall rate and hopefully water will pass through and not sit on top.

These tiles are not water permeable. Water will not pass through them.
My area for coverage is neither a perfect square nor a perfect rectangle, how can or is it even possible to get the tiles customized or cut to fit my space?
You can cut these tiles to fit irregular shapes using a large serrated knife.
Can a wheelchair maneuver on these tiles?
Yes, these tiles are ADA approved.
