Tiles can be installed directly over concrete.
Do you recommend this carpet for installation on a pontoon or houseboat? Is it UV resistant? Can it be glued down?

The tiles have are peel and stick with a fully adhesive backing, so further adhesive would not be necessary. The tiles are UV stable and suitable for installation outdoors and on a boat.
Can carpet tiles be cleaned with residential carpet cleaner over plywood subflooring?

We recommend the carpet be vacuumed, professionally cleaned, or spot cleaned with mild detergent.
